FYI for the non-Philadelphian readers, this is a reference to an "old school" weather map used by the local ABC affiliate. It shows happy face or frowny face clouds, depending on the forcast. Someone once told me that they keep the old map as a tribute to <a href="http://www.famous56.com/jim/" rel="nofollow">Jim O'Brien</a>, a former weatherman who died a hero back in 1983.
